The U-S turned over the symbolic keys to two of its military bases in Panama on Saturday, under the terms of the Torrijos-Carter Treaty agreed by the two nations in 1977. Fort Davis and Fort Espinar were officially handed over during a solemn ceremony in the Atlantic coast city of Colon. The U-S facilities have been valued at between five and ten billion dollars and bring an estimated $400 million to the Panamanian economy each year. Panama hopes to replace its lost income by turning the canal zone into an internationally competitive economic development zone. SOUNDBITE: "I want to emphasize now that despite years of delays, the current Panamanian administration will put these facilities to their best use possible and will turn these military bases into thriving economic areas."
